利益集团的政策参与途径与政策影响力研究——以中国转基因食品政策发展为例摘要：在我国改革开放的进展下国家经济得到了腾飞人们的物质生活也得到了很好的满足和提升加上新时代人民对自身的物质需求也相应提高而且我国一直以来都有着民以食为天的思想因此对食品方面也有着自己一套独特的见解更加离不开食品生产这一个赖以生存的环节。而且我国在食品生产方面的制度并不完善对此一些对于食品问题层出不穷会严重影响着民众对于政府的信赖以及对食品生产企业的质疑而且与由于生物科技的发展从而衍生出来了转基因的食品产物。对于这项新事物的出现国家不得不制定政策去管理转基因食品从而规范转基因食品的安全性以及标准性。可是转基因食品的生产都是有企业承担的他们组成了一系列的利益集团去影响、推动着转基因食品的公共政策的制定。此文章主要针对转基因食品的概念、以及利益集团的概念跟利益集团是如何影响政策的制定和实行的以利益集团影响转基因食品公共政策制定和实行的例子做出一些自我的见解。关键词：政策参与、利益集团、公共政策的制定、利益集团对转基因食品政策的影响方面、政策影响力Researchonthewaysofpolicyparticipationandpolicyinfluenceofinterestgroups--takethedevelopmentofChina'sgmfoodpolicyasanexampleAbstract：UndertheprogressofChina'sreformandopeninguptheeconomygotoffpeople'smateriallifehasbeengoodtomeetandascensionalongwiththenewagepeople'sdemandforitsownmaterialalsoincreaseandourcountryhavelongyenhasathoughtsothefoodalsohasauniquesetofideasmorecannotleavefoodproductiontothesurvivalofthislink.MoreoverthesystemoffoodproductioninChinaisnotperfectsosomefoodproblemsemergeoneafteranotherwhichwillseriouslyaffectthepublic'strustinthegovernmentandthesuspicionoffoodproductionenterprisesandthegeneticallymodifiedfoodproductsderivedfromthedevelopmentofbiotechnology.Fortheemergenceofthisnewthingcountrieshavetoformulatepoliciestomanagegmfoodsoastoregulatethesafetyandstandardizationofgmfood.Howevertheproductionofgeneticallymodifiedfoodisundertakenbyenterpriseswhoformaseriesofinterestgroupstoinfluenceandpromotetheformulationofpublicpoliciesongeneticallymodifiedfood.Thispapermainlyaimsattheconceptofgeneticallymodifiedfoodaswellastheconceptofinterestgroupsandhowinterestgroupsaffecttheformulationandimplementationofpoliciesandmakessomeself-opinionsbasedontheexampleofinterestgroupsinfluencingtheformulationandimplementationofpublicpoliciesongeneticallymodifiedfood.Ke
