MinisterswilldiscussthestepsneededtoapproveCrownPrinceFelipe'saccessiontothethrone. JuanCarloswasseenaspopularformuchofhisreign（统治）,butrecentlymanySpaniardshavelostconfidenceinhim. PrimeMinisterMarianoRajoysaidthecabinetmeetingwouldaimatcarryingoutthe"constitutionalmeasures"neededtoclearthewayforthesuccession. TheSpanishconstitutiondoesnothaveapreciselawregulatingabdicationandroyalsuccession,andministerswilldiscussthespeciallegislationthatwillbenecessaryfortheprocess. Thetwomainpartiesinparliamentremainloyaltothemonarchy. PrinceFelipewillbecomeKingFelipeVIandwillinheritaninstitutionwhosereputationhasbeentarnished（生锈，沾污）byscandalsinrecentyears. KingJuanCarlossaidhissonPrinceFelipewould"openaneweraofhope". Referendumprotests KingJuanCarlosannouncedhisdecisiononMondayinatelevisedaddress. "Anewgenerationmustbeattheforefront...youngerpeoplewithnewenergies,"the76-year-oldkingsaid. PrinceFelipewillhavetocontendwiththedamagedonetothestandingofthemonarchybyalong-runningcorruptioninvestigationintothebusinessdealingsofhissisterandherhusband.
