留地安置政策下农户的土地增值收益共享性研究——以杭州市三叉社区为例
摘要
随着城市化的发展，农村土地逐渐被城市所吞噬，农民的土地被征收，建设用地比例上升。为了保障农民的土地权益以及增加土地增值收益，政府推出了留地安置政策。留地安置政策的主要目的是让农民在失去土地的同时得到合理补偿，并分享置换后地块的增值收益。本文以杭州市三叉社区为例，通过对留地安置政策下农户土地增值收益共享的实际调查，以及对其主要影响因素的分析，探讨留地安置政策实施效果以及存在的问题。
研究方法采用问卷调查及定性分析，并对调查结果进行统计学分析。结果表明，留地安置政策对农民的土地权益保障起到一定的作用，但同时农民在土地增值收益上的分享存在问题，其中主要受土地市场化、政策执行等因素影响。
本文提出了完善留地安置政策的建议，主要包括加强政策的透明度和可行性、提高农民自主选择土地置换方式的能力、及时监测土地增值收益情况，并对各方面影响进行全面研究。建议政府相应地制定土地政策，推进经济发展和社会和谐。

Abstract
Withthedevelopmentofurbanization,rurallandisgraduallybeingengulfedbycities,andfarmers'landisbeingrequisitioned,andtheproportionofconstructionlandisincreasing.Inordertoprotectthelandrightsandinterestsoffarmersandincreaselandappreciationbenefits,thegovernmenthasintroducedthelandretentionandresettlementpolicy.Themainpurposeofthelandretentionandresettlementpolicyistoenablefarmerstoobtainreasonablecompensationwhilelosingland,andtosharetheappreciationbenefitsoftheexchangedplots.ThispapertakesSanChacommunityinHangzhouasanexampletoexploretheactualinvestigationofthesharingoflandappreciationbenefitsforfarmersunderthelandretentionandresettlementpolicyandanalyzeitsmaininfluencingfactors.Theimplementationeffectandexistingproblemsofthelandretentionandresettlementpolicywerestudied.
Theresearchmethodusedaquestionnairesurveyandqualitativeanalysis,andstatisticallyanalyzedtheresultsofthesurvey.Theresultsshowthatthelandretentionandresettlementpolicyplaysaroleinprotectingthelandrightsandinterestsoffarmers,butthereareproblemsinthesharingoflandappreciationbenefitsforfarmers.Thisismainlyaffectedbyfactorssuchaslandmarketizationandpolicyexecution.
Thispaperproposessuggestionsforimprovingthelandretentionandresettlementpolicy,includingstrengtheningthetransparencyandfeasibilityofthepolicy,enhancingtheabilityoffarmerstochooselandexchangemethodsindependently,timelymonitoringlandappreciationbenefits,andcomprehensivelystudyingvariousinfluencingfactors.Itisproposedthatthegovernmentshouldformulatecorrespondinglandpoliciestopromoteec
