基于改进的TOPSIS方法的PPP项目风险分担研究 Title:ResearchonRiskSharinginPPPProjectsBasedonImprovedTOPSISMethod Abstract: Public-PrivatePartnership(PPP)projectshavebecomeincreasinglypopularinrecentyearsduetotheirpotentialtoenhanceefficiencyandeffectivenessinpublicinfrastructuredevelopment.However,PPPprojectsareassociatedwithvariousrisksthatneedtobeeffectivelymanagedforsuccessfulimplementation.Thus,thispaperaimstoexaminetherisksharingmechanisminPPPprojectsbyproposinganimprovedTOPSIS(TechniqueforOrderofPreferencebySimilaritytoIdealSolution)methodtoallocaterisksamongprojectstakeholders.Thestudyrevealsthattheproposedapproachcanfacilitateinformeddecision-makingandimproverisk-sharingpracticesinPPPprojects. Introduction: Public-PrivatePartnership(PPP)projectshaveemergedasanalternativewaytofinanceandoperatepublicinfrastructureprojects,involvingcollaborationbetweenpublicauthoritiesandprivateentities.Despitetheirbenefits,PPPprojectsareconfrontedwithvariousrisks,suchaspoliticalrisks,financialrisks,constructionrisks,andoperationalrisks.EffectiverisksharingamongprojectstakeholdersiscriticaltoensurethesuccessandsustainabilityofPPPprojects.Therefore,thisresearchaimstopresentanimprovedTOPSISmethodtoallocateriskresponsibilitiesamongprojectparticipantsinPPPprojects.
