社会治理视野下的老旧社区治理研究——以浙江省明珠路社区为例 SocialGovernancePerspectiveonGovernanceofOldCommunities:ACaseStudyofMingzhuRoadCommunityinZhejiangProvince Introduction Oldcommunitiesareanessentialpartofurbandevelopment,buttheyoftenfacevariouschallengessuchasinadequateinfrastructure,agingpopulation,andsocialdisorder.Asaresult,effectivegovernanceofoldcommunitieshasbecomeanimportantissueforsocialgovernance.ThispaperfocusesonthecaseofMingzhuRoadCommunityinZhejiangProvince,exploringitsgovernancestrategiesandtheireffectivenessinaddressingthechallengesfacedbyoldcommunities. 1.BackgroundofMingzhuRoadCommunity MingzhuRoadCommunityislocatedinZhejiangProvinceandhasalonghistory.However,likemanyoldcommunities,itfacesissuessuchasoutdatedfacilities,insufficientpublicservices,andalackofcommunitycohesion.Thesechallengeshavehadanegativeimpactonthequalityoflifeofresidentsandtheoveralldevelopmentofthecommunity. 2.GovernanceStrategiesinMingzhuRoadCommunity 2.1Community-basedgovernance Thecommunityhasestablishedacommunitycommitteecomposedofresidents,whichservesastheprimarydecision-makingbody.Throughregularmeetingsandconsultations,thecommitteeactivelyinvolvesresidentsincommunityaffairsandpolicy-makingprocesses.Thisapproachnotonlypromotescommunitycohesionbutalsoensuresthattheneedsandconcernsofresidentsaretakenintoaccountindecision-making. 2.2Revitalizinginfrastructure Recognizingtheoutdatedinfrastructureasamajorchallenge,thecommunityhasinitiatedaseriesofinfrastructurerevitalizationprojects.Theseprojectsincluderenovatingoldbuildings,improvingroadsandtransportation,andupgradingpublicfacilitiessuchasparksandcommunitycenters.Theseeffortsaimtoenhancethelivingenvironmentandmakethecommunitymoreattractivetobothexistingandpotentialresidents. 2.3Socialservicesandwelfaresupport Toprovidebettersocialservicesandwelfaresupportfortheelderlypopulationinthecommunity,MingzhuRoadCommunityhasestablishedacomprehensiveelderlycaresystem.Thissystemincludestheestablishmentofnursinghomes,organizingvariousrecreationalactivities,andpr
