Toaddressthisissue,therehasbeenincreasinginterestinintegratingknowledgegraphsandmachinelearningtechniquestosupportpolicyanalysis.Inthispaper,weproposeamethodforanalyzingthepolicyimpactsonurbanairpollutionbasedonevent-cause-effectgraphs.Weconstructacomprehensiveknowledgegraphoftheproblemdomainandmodelthecausalrelationshipsbetweenpolicyactions,environmentalfactors,andtheultimateimpactonairquality.Moreover,throughempiricalanalysis,weevaluatetheeffectivenessoftheproposedapproachandprovideempiricalevidencetosupportthefindings.
