我国农村流通领域食品安全监管机制研究的中期报告
摘要：
我国农村食品安全问题一直备受关注，其中流通环节监管难度较大。本报告针对我国农村流通领域食品安全监管机制进行了中期研究。首先，梳理了我国农村流通领域的基本情况和现行监管机制，包括政策法规、监管部门和监管手段等；其次，分析了农村流通领域食品安全监管面临的挑战，包括监管难度大、监管责任不明确、信息不对称等；最后，提出了一些改进建议，包括加强监管部门的职能定位和权责明晰、提高监管手段的科技含量和应用水平、完善监测体系和信息共享机制等。研究表明，加强农村流通领域食品安全监管机制建设，有助于提升农村食品安全水平，有利于推进农村经济发展和农村社会稳定。

Abstract:
FoodsafetyissuesinruralareashaslongbeenaconcerninChina,andthedifficultyofregulationinthecirculationsectorisevengreater.Thisreportwillconductamid-termstudyontheregulatorymechanismforfoodsafetyintheruralcirculationsectorinChina.Firstly,itwillreviewthebasicsituationandcurrentregulatorymechanismsoftheruralcirculationsector,includingpolicyandregulations,regulatorydepartments,andregulatorymeasures.Secondly,itwillanalyzethechallengesfacingtheregulatorysystemforfoodsafetyintheruralcirculationsector,includingthedifficultyofregulation,unclearregulatoryresponsibility,informationasymmetry,etc.Finally,thisreportwillputforwardsomeimprovementsuggestions,includingstrengtheningthefunctionalpositioningandpowerallocationofregulatorydepartments,improvingthetechnologicalcontentandapplicationlevelofregulatorymeasures,improvingthemonitoringsystemandinformationsharingmechanism,etc.Thestudyshowsthatstrengtheningtheconstructionoftheregulatorymechanismforfoodsafetyintheruralcirculationsectorwillhelpimprovefoodsafetyinruralareas,promoteruraleconomicdevelopment,andstabilizeruralsociety.
