地方政府网络突发事件应对策略研究——以东阳市为例的中期报告 中期报告：地方政府网络突发事件应对策略研究——以东阳市为例 摘要： 本文旨在研究地方政府网络突发事件应对策略，并以浙江省东阳市为例进行实证研究。文章首先对东阳市网络突发事件现状进行调研分析，发现东阳市政府在网络安全管理方面还存在很多问题；然后介绍地方政府网络突发事件应对的国内外现状，总结全球范围内的网络突发事件应对经验，并提出适用于东阳市政府的网络突发事件应对策略。接着，根据数据分析和排名结果，提出了东阳市政府网络突发事件应对状况的评估模型，试图探讨如何量化网络突发事件应对状况，以及进一步完善东阳市政府网络应对策略和管理机制。最后，本文的研究结果表明，不仅东阳市政府，全国范围内地方政府在网络安全管理方面都有很大的提升空间，需要建立更加完善的网络安全管理机制和应对策略。 关键词：地方政府；网络突发事件；应对策略；东阳市；安全管理 Abstract： ThestudyaimstoexplorethestrategiesoflocalgovernmentrespondingtonetworkemergenciesandtakesDongyangCityinZhejiangProvinceasanexampleforempiricalresearch.Firstly,thecurrentsituationofnetworkemergenciesinDongyangcityisinvestigatedandanalyzed,anditisfoundthattherearestillmanyproblemsinthenetworksecuritymanagementofDongyanggovernment.Then,thedomesticandforeignstatusoflocalgovernmentrespondingtonetworkemergenciesisintroduced,andtheexperienceofglobalnetworkemergencyresponseissummarizedtoproposetheappropriatenetworkemergencyresponsestrategyforDongyanggovernment.Accordingtodataanalysisandrankingresults,anevaluationmodelofDongyanggovernment'snetworkemergencyresponsestatusisproposedtoexplorehowtoquantizethenetworkemergencyresponsesituationandfurtherimprovethenetworkresponsestrategiesandmanagementmechanismsofDongyanggovernment.Finally,theresearchresultsofthisarticleindicatethatnotonlyDongyanggovernment,butalsolocalgovernmentsnationwidehavealotofroomforimprovementinnetworksecuritymanagementandneedtoestablishmoreperfectnetworksecuritymanagementmechanismsandresponsestrategies.
