朱文慧：突发事件负面网络舆情地方政府应对研究——以重庆公交坠江事件为例本科论文II摘要近年来随着网络的迅猛发展以及人们网络言论的自由性负面网络舆情出现次数也越来越多给政府的管理带来了极大的挑战特别是当政府面对由突发事件产生的网络舆情时往往出现不知道该如何下手的局面。本文以重庆公交坠江事件为例进行了具体研究分析通过分析发现了地方政府应对中存在的主要问题包括以下几个方面：政府网络舆情应对理念过于陈旧在面对舆情的爆发式传播时不能及时把控舆情演变的方向缺乏完整的网络舆情引导机制在处理舆情问题的能力上表现欠缺和媒体的沟通交流不足等。政府要做出改变加强对舆情的应对能力就必须从自身存在问题入手打破传统的旧思维、树立正确的应对观念完善舆情应对机制提高引导能力以及加强与媒体之间的联系与合作。希望能为提高地方政府应对突发事件负面网络舆情的能力提供一些借鉴。关键字：突发事件负面网络舆情地方政府AbstractInrecentyearswiththerapiddevelopmentoftheInternetandthefreedomofpeople'sonlinespeechnegativeonlinepublicopinionhasappearedmoreandmorewhichhasbroughtgreatchallengestothegovernment'smanagementespeciallywhenthegovernmentfacestheonlinepublicopiniongeneratedbyemergenciesitoftenappearsthatitdoesnotknowhowtostart.ThispapertakesChongqingpublictransportfallingintotheriverasanexampletoconductaspecificstudyandanalysis.Throughtheanalysisitfindsoutthemainproblemsexistingintheresponseoflocalgovernmentsincludingthefollowingaspects:thegovernment'snetworkpublicopinionResponseconceptistoooldwhenfacingtheexplosivespreadofpublicopinionitcan'tcontrolthedirectionoftheevolutionofpublicopinionintimelackofacompletenetworkpublicopinionguidancemechanismanddealwithpublicopinionquestionsTheabilityofthequestionsisnotenoughandthecommunicationwiththemediaisnotenough.Ifthegovernmentwantstomakechangesandstrengthenitsresponseabilitytopublicopinionitmuststartwithitsownproblemsbreakthetraditionaloldthinkingestablishcorrectresponseconceptimprovetheresponsemechanismofpublicopinionimprovetheguidanceabilityandstrengthenthecontactandcooperationwiththemedia.Hopetoprovidesomereferenceforimprovingtheabilityoflocalgovernmenttodealwiththenegativenetworkpublicopinion.Keywords：EmergencyNegativeInternetpublicopinionLocalgovernmentIV目录前言11国内外研究现状21.1国外文献综述21.1.1公共危机传播研究21.1.2网络舆情引导研究21.2国内
