城市规划中公众参与权的法律保障问题研究的中期报告
摘要：
城市规划中公众参与权的法律保障问题一直备受关注。本研究以我国城市规划法律体系中的相关法律法规作为研究对象，通过对现有法律框架的分析，发现目前我国依然存在公众参与权的缺失现象，例如在决策层面、信息公开和公众参与程序等方面存在一定的问题。
为了解决这些问题，本研究提出了针对性的建议，包括完善相关法律法规、加强公众参与机制建设、提高公众参与能力和意识、加强监督和监管等建议。同时，本研究也认为，要维护公众权益，需要建立一个反映公众利益的法律机制，作为公众监督的工具，进一步完善我国城市规划法律体系。

Abstract:
Theissueoflegalprotectionofpublicparticipationrightsinurbanplanninghasalwaysbeenaconcern.ThisstudytakestherelevantlawsandregulationsinChina'surbanplanninglegalsystemastheresearchobject.Byanalyzingtheexistinglegalframework,itisfoundthattherearestillshortcomingsinpublicparticipationrightsinChina,suchascertainproblemsindecision-making,informationdisclosure,andpublicparticipationprocedures.
Inordertosolvetheseproblems,thisstudyproposestargetedsuggestions,includingimprovingrelevantlawsandregulations,strengtheningtheconstructionofpublicparticipationmechanisms,enhancingtheabilityandawarenessofpublicparticipation,andstrengtheningsupervisionandmanagement.Atthesametime,thisstudyalsobelievesthatinordertosafeguardthepublic'srightsandinterests,alegalmechanismthatreflectsthepublic'sinterestsshouldbeestablishedasatoolforpublicsupervision,furtherimprovingChina'surbanplanninglegalsystem.
