新型工业化背景下信息技术发展与融合应用
标准化现状与对策研究

摘要：党的二十大报告提出“推进新型工业化”的重大决策部署，为新时代推进标准化工作提供了顶层指引和根本遵
循。本文系统、深入分析了新一代信息技术发展以及与制造业融合应用相关国内外标准化发展现状，提炼总结了新型工
业化背景下标准化工作面临的问题与挑战，明确了以标准服务新型工业化发展的赋能路径，最后从标准化顶层设计、标准
化工作机制、关键标准研制、标准应用推广、标准配套措施等方面提出了新时代推进标准化建设的对策建议，以期为加快
以标准助力我国新型工业化发展提供参考。

Abstract:Thereportofthe20thNationalCongressoftheCommunistPartyofChinaputforwardthemajorpolicyof
“promotingnewindustrialization”,whichprovidestheguidanceandfundamentalrulesforpromotingstandardization
inthenewera.Thispapersystematicallyanalyzesthedevelopmentstatusofstandardizationathomeandabroadrelated
tothenewgenerationofinformationtechnologydevelopmentanditsintegrationwiththemanufacturingindustry,
summarizestheproblemsandchallengesfacedbystandardizationworkinthecontextofnewindustrialization,and
definesthepathofusingstandardstoservethedevelopmentofnewindustrialization.Finally,thepaperputsforward
suggestionsforpromotingstandardizationworkinthenewerafromtheaspectsofstandardizationtop-leveldesign,
standardizationworkmechanism,keystandardsdevelopment,standardsapplicationandpromotion,standardssupporting
measures,providingreferenceforacceleratingthedevelopmentofChina’snewindustrializationwithstandards.
