石油石化企业应急资源调度决策支持系统设计

摘要:我国石油石化行业的事故应急体制并不完善，在石油石化行业至今尚未见到应急物资调
度决策支持系统的研究，管理者难以制定有效的决策来防止事故危害的蔓延。针对大型石油石化
企业集团应急资源调度特点，分析了应急资源调度决策支持系统的基本设计要求，进而对系统的
框架结构、业务流程和功能模块进行了全面分析和总体设计。旨在研究和探索石油石化企业应急
资源调度决策支持技术，依托企业应急平台系统进一步丰富应急决策支持手段，提高应急资源调
度效率和临机决策水平，从而全面提高石油石化企业突发事件应对能力。

Abstract:Emergencyresponsesystemsarenotperfectatpresentinpetroleumandpetrochemicalenterprisesin
China．Thereislittleresearchonemergencyresourcesdispatchinganddecisionsupportsystemsofarinthisindus-
try，itisdifficultformanagerstomakeeffectivedecisionstocontainspreadofincidents．Therefore，accordingto
thecharacteristicsofemergencyresourcesdispatchinginlargepetroleumandpetrochemicalenterprises，thefunda-
mentalrequirementsinsuchsystemwereanalyzed，andanoveralldesignforitsframestructure，businessprocess
andfunctionmoduleswasproposed．Thestudyaimedtoresearchemergencyresourcedispatchinganddecisionsup-
porttechnologiesforpetroleumandpetrochemicalindustry．Relyingonenterpriseemergencyresponseplatform，it
enrichesmethodsforemergencyresponseanddecisionsupport，andimprovesresourcesdispatchingefficiency，and
thusimprovedpetroleumandpetrochemicalenterprises’abilitytocopewithemergenciesandincidents．
