摘要
施工成本是施工企业用于施工和管理的一切费用的总和，它反映了施工活动中的劳动消耗和物资消耗状况，是衡量施工企业经营管理成果的一个综合性指标。目前，由于建筑市场的竞争非常激烈，施工企业都在以低价标承揽工程，施工承包利润微乎其微，有的施工企业甚至亏本。因此，加强施工成本控制，健全成本管理责任制，挖掘降低成本的潜力，进而提高经济效益，是摆在每个施工企业面前亟待解决的问题。工程项目的成本控制，指在项目成本形成的过程中，对建筑工程中所消耗的人力资源、物质资源和费用开支进行指导、监督、调节和限制，及时纠正将要发生和已经发生的偏差，把各项生产费用控制在计划成本的范围之内，保证成本目标的实现。工程项目成本控制的目的，在于降低项目成本，提高经济效益。工程项目管理中的施工成本控制意义十分重大，施工成本控制的好坏，直接决定了工程的盈利水平。
本文系统介绍了当前国内建筑施工项目的成本控制概况，总结了施工成本控制过程中存在的问题，进而得出了施工成本控制的原则和方法。

Abstract
“Constructioncostisthesumofallcostsforconstructionenterprisesintheconstructionandmanagement,whichreflectstheconsumptionofconstructionactivities,laborconditionsandmaterialconsumption,isameasureoftheresultsoftheoperationandmanagementofconstructionenterprisesacomprehensiveindex.Currently,duetothefiercecompetitionintheconstructionmarket,constructioncompaniesareatlowstandardcontractengineering,constructioncontractingminimalprofits,someconstructioncompaniesevenataloss.Therefore,strengtheningtheconstructioncostcontrol,costmanagementandimproveaccountability,reducethecostofminingpotential,therebyimprovingeconomicefficiency,isplacedinfrontofeachconstructionbusinessproblemstobesolved.Costcontrolproject,meanstheprocessofprojectcostsformed,humanresourcesconstructionintheconsumptionofmaterialresourcesandexpensesguidance,supervision,regulationandrestrictions,andpromptlycorrectdeviationswilloccurandhaveoccurred,thetheproductioncostswithinthescopeoftheplannedcost,ensuretherealizationofcosttargets.Thepurposeoftheprojectcostcontrolistoreduceprojectcostsandimproveeconomicefficiency.Constructionprojectmanagementcostcontrolisofgreatsignificance,theconstructioncostcontrolwilldirectlydeterminethelevelofprofitabilityoftheproject.
