关中灌区灌溉管理体制改革探讨.doc

关中灌区灌溉管理体制改革探讨摘要随着社会主义市场经济的发展，灌区的管理体制不顺、机制不活、经费短缺、人员过剩、管理粗放、工程保障程度低等问题日益突出，已经不能跟上社会经济发展的步伐，这不仅对国民经济带来安全隐患，而且严重影响到了灌区自身的发展。长期以来在计划经济条件下形成的灌区的管理和经营体制，很难适应社会主义市场经济和灌区经济良性循环的要求。因此，全面推进灌区工程管理体制改革势在必行。本文首先介绍了关中灌区，整理了关中灌区管理体制改革的演变过程，接着对关中灌区的五个灌溉管理体制改革形式进行研究，分析了各自的特点以及存在的问题，最后在以上研究基础上提出了改进建议，关中灌区更新改造工程的实施，对量大面广的田间工程的投入与管护问题找出了一条根本的解决途径，对我国灌区工程更新改造都有一定的指导意义。关键词：关中灌区，管理体制改革，农民用水户协会IrrigationManagementSystemReforminGuanzhongIrrigationDistrictABSTRACTWiththedevelopmentofsocialistmarketeconomy,irrigationmanagementsystemisnotsmooth,themechanismisnotactive,theshortageoffunds,personnelsurplus,extensivemanagement,lowdegreeofengineeringsecurityproblemshavebecomeincreasinglyprominent,cannotkeepupwiththepaceofsocio-economicdevelopment,whichnotonlybringsecurityriskstothenationaleconomy,butalsoseriouslyaffectsthedevelopmentoftheirrigationdistrict.Foralongtime,undertheconditionofplannedeconomy,itisdifficulttoadapttotherequirementsofthesocialistmarketeconomyandthevirtuouscircleofirrigationdistrict.Therefore,itisimperativetocomprehensivelypromotethereformofirrigationprojectmanagementsystem.ThispaperfirstlyintroducestheevolutionprocessofGuanzhongirrigationdistrict,finishingthereformofmanagementsystemofirrigationdistrictofGuanzhong,andthenstudiedthefiveirrigationdistrictofGuanzhongirrigationmanagementsystemreform,analyzestheircharacteristicsandproblems,finallythestudyputsforwardsuggestionsforimprovement,implementationofGuanzhongIrrigationimprovementproject,investmentandmanagementoffieldengineeringoflargequantitytofindafundamentalsolution,havecertainguidingsignificancefortherenovationprojectofirrigationdistrictinourcountry.Keywords:Guanzhongirrigationdistricts;managementsystemreform;WaterUsers’Association目录一、关中灌区概况（一）关中灌区地理位置（二）关中灌区运行现状（三）灌区改制的目的和意义二、关中灌区灌溉管理体制改革的演变（一）集体化管理阶段
