摘要城市管理综合执法部门（以下简称为城管）是城市管理重要的主体对于维护城市秩序和城市面貌做出了重要贡献。经过许多年的发展我国城管执法部门不断扩大人员规模部门作用不断凸显。对改善城市面貌维护人民权益维护政府权威发挥了积极作用。社会的普及程度不断提高社会经济生活水平有所提高。所发挥的作用也越来越重要和重要但不可回避的事实是随着经济社会的高速发展和人口流动加速城市管理执法的缺陷和存在的问题越来越突出。近年来中国行政体制不断变革全面推进服务型政府建设人们对于城市管理的要求越来越高。城市管理执法不断改变城市管理的执法理念和执法手段长期形成的城市管理执法模式和深层次负面形象使城市管理执法陷入了多重困境。例如：城市管理执法机构的法律地位不明确缺乏相应执法依据；城管执法的体制不健全执法程序不规范；部分城管执法人员素质较低等。这些问题的存在严重影响了城管执法工作的开展。为了促进我国城管执法工作朝着良性方向发展本文根据城管执法的现状重点分析了当前我国城管执法中的存在的问题及原因并针对这些问题提出了对策建议主要包括：一是健全城管执法地位的法律制度保障；二是完善城管执法程序健全城管执法管理体系；三是提升城管执法人员的素质。这些对策和建议是笔者对城市管理执法存在问题的思考和分析的结果希望能帮助中国城市管理的健康发展。关键词：城市管理；城管执法；暴力执法AbstractThecomprehensivelawenforcementdepartmentofurbanmanagement(hereinafterreferredtoasurbanmanagement)isanimportantsubjectofurbanmanagementandhasmadeimportantcontributionstothemaintenanceofurbanorderandappearanceofthecity.AfteryearsofdevelopmenttheurbanmanagementandlawenforcementdepartmentsinChinahavecontinuedtoexpandthescaleofpersonnelandtheroleofthedepartmenthasbeencontinuouslyhighlighted.Ithasplayedanactiveroleinimprovingtheappearanceofthecitysafeguardingtherightsandinterestsofthepeopleandsafeguardinggovernmentauthority.Thepopularityofsocietycontinuestoincreaseandthelevelofsocialandeconomiclifehasimproved.Theroleplayedisalsoincreasinglyimportantandimportantbuttheunavoidablefactisthatwiththerapideconomicandsocialdevelopmentandacceleratedpopulationflowthedefectsandexistingproblemsinurbanmanagementlawenforcementhavebecomeincreasinglyprominent.InrecentyearswiththecontinuousreformoftheChineseadministrativesystemthepromotionoftheconstructionofaservice-orientedgovernmentinanall-roundwayandtheimplementationofthe“people-oriented”conceptpeoplehavebecomeincreasinglydemandingofurbanmanagement.Urbanmanagementlawenforcementconstantlychangesthelaw-enforcementconceptandlaw-enforcingmeasuresofurbanmanagement.Thelo
