河北省特色小镇建设中的政府作用研究.docx

摘要随着新型城镇化建设的深入推进特色小镇建设发挥着不可替代的独特作用有利于优化供给体系推动经济结构转型升级促进城乡一体化发展完善城镇的体系功能带动新农村建设有效贯彻落实党的十九大报告中提出的“乡村振兴战略”。研究政府在特色小镇建设中的作用有利于政府更好的转变职能促使特色小镇得以规范有序地建设。本文以共生理论、田园城市理论为依据以河北省特色小镇的发展现状为切入点采用文献分析法、案例分析法、定性分析与定量分析法探讨了河北省特色小镇的数量规模和存在的问题深入剖析了河北省特色小镇建设中基础设施不完善、融资渠道不畅通、生态环境问题严重、缺乏运营创新机制等方面的问题并对这些问题产生的原因进行了合理的分析最后提出了要做好顶层设计、建立有效的约束和激励机制、加强基础设施建设、强化产业创新发展等行之有效的对策建议以此来研究政府在特色小镇建设中的引导作用。关键词：特色小镇；创新机制；政府作用；河北省AbstractWiththefurtherpromotionofnewurbanizationconstructiontheconstructionoffeaturedtownsplaysanirreplaceableanduniquerolewhichwillhelpoptimizethesupplysystempromotethetransformationandupgradingofeconomicstructurepromotetheintegrationofurbanandruraldevelopmentimprovethesystemfunctionsofcitiesandtownsandpromotenewruralconstruction.Effectivelyimplementthe"rejuvenationstrategyforvillages"putforwardinthereportoftheParty'sNineteenthCongress.Studyingtheroleofthegovernmentintheconstructionoffeaturedtownswillhelpthegovernmenttobettertransformitsfunctionsandpromotetheconstructionofcharacteristictownsinanorderlymanner.BasedonthesymbiosistheoryandthepastoralcitytheorythisarticletakesthedevelopmentstatusofthecharacteristictownsinHebeiProvinceasthestartingpointandusesliteratureanalysiscaseanalysisqualitativeanalysisandquantitativeanalysistodiscussthequantitativescaleofthesmalltownsinHebeiProvince.Theexistingproblemshavein-depthanalysisoftheproblemsofinadequateinfrastructureunfavorablefinancingchannelsseriousecologicalenvironmentalproblemsandlackofoperationalinnovationmechanismsintheconstructionofcharacteristictownsinHebeiProvinceandhaveconductedarationalanalysisofthecausesoftheseproblems.Finallyitputsforwardeffectivecountermeasuresandsuggestionsonhowtodotop-leveldesignestablisheffectiveconstraintsandincentivemechanismsstrengtheninfrastructureconstructionandstrengthenin
