20跨国公司在华撤资原因和影响分析院系：经济管理学院专业班：国际经济与贸易0702班姓名：罗晨学号：20071311081指导老师：黄颖2011年5月跨国公司在华撤资原因和影响分析TheMotivationandEffectsofTNCS’DivestmentfromChina摘要随着国际金融危机从金融领域逐渐扩散到实体经济跨国公司在华FDI已经受到明显影响。一方面金融危机导致跨国公司资金链紧张削弱了其投资能力；另一方面各国提出的具有贸易保护主义色彩的金融危机的应对政策也限制了FDI的流动。加之我国外资政策环境的转变以及生产要素成本的上升也削弱了跨国公司在华的投资意愿。为了实施其归核化战略规避较大的无形风险一些跨国公司开始在华撤资。特别值得注意的是出现了非正常撤资的现象给我国带来了十分恶劣的影响。各级政府和部门应进一步完善外资的市场进入与退出机制优化利用外资结构改善外资区域布局建立撤资监测预警机制完善对外资企业的监管完善相关法律严格防范外资非法撤资并加大对非法撤资的打击力度。本文关注金融危机之后的跨国公司撤资问题通过撤资实例思考跨国公司撤资的特点分析撤资的原因和影响最后从政府、企业等角度提出一些可行性的对策。关键词：跨国公司在华撤资动因影响AbstractWiththespreadingoftheinternationalfinancialcrisisfromfinancialareatorealeconomytheFDIofMNCsinChinahasbeenaffectedgreatly.OnonesidethecrisishasledtoinsufficientfundchainofMNCsandhasseriouslyreducedtheseMNCs’investmentability.OntheothersidethecountermeasuresintroducedbysomecountriesshowingsometradeprotectionismhavegreatlyrestrictedtheflowofFDI.MoreovertheenvironmentalchangesofChina’spolicytowardforeigncapitalsandtheincreasedcostofproductionfactorshavereducedMNCs’investmentwillingnessinChina.TocarryouttheirrefocusingstrategyandavoidgreaterinvisibleriskssomeMNCsarewithdrawingtheircapitalfromChina.SpecialattentionshouldbepaidtosomeabnormaldivestmentofMNCsbecauseithasdonegreatharmtoChina’seconomy.Thegovernmentsatdifferentlevelsshouldfurtherimprovethemechanismforthemarketentryandwithdrawingofforeigncapitalsoptimizethestructureofforeigncapitalutilizationimprovetheregionaldistributionofforeignfundssetupmechanismfordivestmentmonitoringandwarningimprovethesupervisionoftheforeignenterprisesimproverelevantlawsandregulationstopreventillegaldivestmentandintensifythecrackdownontheillegaldivestment.ThisarticlepaysattentiontotheMNCs’divestmentfromChinaafterthefinancialcrisis;analysesthecharacteristicsthecausesand
