我国基层公务员激励机制研究IV我国基层公务员激励机制研究摘要目前随着我国人才强国战略的推动和实施以及人才发展规划各项重大政策和重大人才工程的全面启动用于指导行政组织人才工作的有效激励工作日益显示出必要性和紧迫性。然而目前国内在人才强国战略方面的理论研究较为丰富在人才强国战略实施效果评价、尤其是在行政组织内部实施有效激励的实践探索和理论研究不足这阻碍着我国人才发展规划的有效贯彻落实以及人才强国战略目标的全面实现。为此本文从我国行政组织发展规划中基层公务员的有效激励的现实需求出发探讨对行政组织实施有效激励的现实意义分析了对基层公务员实施有效激励的基本构想发现了基层公务员激励机制中存在的薪酬、培训、奖惩、晋升、考核等方面的问题并结合自身所学提出了对基层公务员实施有效激励的着力点并对如何形成基层公务员监测评估的长效机制提出了相关看法以期对推动我国人才强国战略管理实践、深化行政组织基层公务员有效激励工作有所借鉴。关键词:基层公务员激励机制对策ResearchonChina'sgrass-rootscivilservantsincentivemechanismAbstractABSTRACTAtpresenttheincentivemechanismofcivilservantsisgraduallyvaluedbythepeopleaneffectiveincentivemechanismforthecivilservantswouldcontributetothecivilservantmanagementteaminthepracticeofplayinganactiveroleinguidingtheory.BecausethedomesticscholarsoncivilservantincentivethisoneproblemundertakesexplorationandresearchstillstaysintheoryonthemechanismthispaperutilizesrelevanttheoryofmotivationinonthebasisofpreviousresearchresultsonthebaseofcivilservantincentivemechanismforempiricalresearchandputforwardtheimprovementofcivilservantsincentivemechanismcountermeasureforourcountrythereformofcivilservantsystemtoprovidecertaintheoreticalbasisandempiricalsupporttostimulatethepotentialofChina'sgrass-rootscivilservantsenhancesthebasicunitgovernmentperformancehasimportantresearchsignificance.Thispaperinsistsoncombiningtheorywithpracticemethodthetheoreticalanalysisandtheinvestigationofcombiningmethodbecauseofthecivilservicesystemisapracticalscienceitshouldbetothegrassrootscivilservantincentivemechanismconstructionpracticeasthemainfoundationlaunchestheresearch.Inheritedviewhistoricalperspectivesnamelyhistoricalandlogicaldialecticsresearchcarefulanalysisofgrassrootscivilservantsincentivesystempresentsituationrevealstheexistingproblemsofgrass-roots
