Despitetheimportanceofart,publicfacilitiesdeservemoreofgovernmentspendingthanart.Citizensaremoreinterestedintheavailabilityofpublicfacilities,aswaterandelectricitysupply,schools,librariesandroads,whichhaveadirectimpactontheirdailylives.Bycontrast,formostpeople,sculptures,paintingsoroperasareluxuryitems,whichcannotbringanytangiblebenefittothem.Anotherreasonisthattheartcansometimesyieldhighreturnsandthereforesucceedinreceivingbusinesssponsorship.Thisisparticularlythecasewhentheartsincludemusic,movies,operasandcreativearts.Therefore,itispointlesstosupporttheuseofpublicfundsforthispurpose,ifbasicfacilitiesareunderfunded. Inthelightofthefactsoutlinedabove,governmentinvestmentintheartsisessentialtoculturaldiversity,thedevelopmentofpersonalhobbiesandthevisualappealofthebuiltenvironment.However,inthosecountrieswhoseinfrastructureisinadequate,governmentfundingfortheartsmayhavetobereduced.
