包容性增长的测度与效应研究

摘要

三十多年，随着改革的深入和经济的快速发展，中国社会经济利益关系日益复杂，
社会分化日益严重，矛盾和冲突日益凸显。在新的发展形势下，“幸福指数”概念，
“包容性增长”发展理念等引人注目的词眼也随之出现。为了明确过去中国经济增长
中只求快但不兼容各个方面的状况，有必要对中国过去30多年经济增长的包容性进
行测度，为了解过去的问题以及为未来的发展方向打下基础。本文首先从资源环境、
地区发展、人本民生和社会和谐四个维度界定“包容性增长”的涵义，在此基础上，
构建了一套由4个维度、17个评价领域、28个具体指标组成的并赋予指标权重的包
容性增长的综合评价指标体系；运用该指标体系对1978-2011年中国的包容性增长进
行了测度，得到历年我国包容性增长的包容度；最后利用计量回归实证研究包容性增
长的经济效应，并根据分析结果和包容性增长的结构提出了促进包容性增长的相关策
略。评价结果发现，中国增长的包容度总体上呈缓慢上升趋势，现处于“基本包容”
阶段；经济增长可以促进包容性增长，而现阶段的包容性增长则对经济增长有一定的
阻碍作用。中国包容性增长整体水平较低，并且发展缓慢，地区和城乡收入差距的扩
大，成为中国实现包容性增长的巨大障碍。包容性增长降低了经济增长速度却提高经
济增长的质量，对经济的可持续增长具有重大意义。因此，我们要从多方面努力提高
我国包容性增长的程度。

Morethan30years,withthedeepeningofreformandrapiddevelopmentofeconomy,
China'ssocialandeconomicinterestsincreasinglycomplex,socialdifferentiation
increasinglyserious,contradictionandconflictbecomeincreasinglyprominent.Inthenew
developmentsituation,suchastheconceptof"happiness",andthedevelopmentphilosophy
of"inclusivegrowth"attractpeople’sattention.Inordertoclarifythepastforfastbutnot
compatiblewithvariousaspectsconditioninChina'seconomicgrowth,itisnecessaryto
measurethetoleranceofChina'seconomicgrowthoverthepast30years,tounderstandthe
pastissuesandlaythefoundationforthefuturedevelopmentdirection.
Thispaperfirstlydefinesthemeaningof“inclusivegrowth”fromfourdimensions
suchastheresourcesandenvironment,regionaldevelopment,humanlivelihoodofpeople,
andsocialharmony.Thenbuildanevaluationindexsystemofinclusivegrowthwhichcontains
