风暴潮灾害经济损失评估指标体系研究 Title:ResearchontheIndicatorSystemforAssessingEconomicLossesfromStormSurgeDisasters Introduction: Stormsurgedisasters,alsoknownascoastalstormsurges,posesignificantthreatstocoastalregionsworldwide.Thesedisastersresultfromacombinationoffactorssuchaslowatmosphericpressure,highwinds,andtidalactivity,causinglarge-scalefloodingandsubstantialeconomiclosses.Accurateassessmentofeconomiclossescausedbystormsurgedisastersiscrucialforpolicymakersandcommunitiestoprioritizeresources,planfordisasterresponseandrecovery,andimplementeffectivemitigationmeasures.Thispaperaimstoinvestigatetheindicatorsystemforevaluatingtheeconomiclossescausedbystormsurgeevents. 1.Definitionandclassificationofstormsurgedisasters: Definestormsurgedisastersandprovideaclassificationframeworkbasedonthemagnitudeandextentoftheevent.Theclassificationsystemmayincludecategoriessuchasminor,moderate,andseverestormsurgeevents,withcorrespondingcriteriabasedontheheightofthesurge,duration,andaffectedareas. 2.Directeconomiclosses: a)Physicaldamagetoinfrastructure:Evaluatethedirectdamagetobuildings,roads,bridges,powersupplysystems,andothercriticalinfrastructurecomponentscausedbystormsurgeevents. b)Lossofassets:Assessthedestructionordamagetophysicalassetssuchashouses,vehicles,equipment,andmachineryduetofloodingandinundation. c)Disruptedeconomicactivities:Determinetheimpactofdisruptedeconomicactivities,includingtheclosureofbusinesses,transportationdisruptions,andagriculturallossesresultingfrominundationanddamage. 3.Indirecteconomiclosses: a)Lossofproductionandincome:Analyzetheeconomiclossesresultingfromthetemporaryorprolongedhaltinproductionactivities,reducedincomeforindividuals,households,andbusinesses,andtheoverallimpactontheregionalgrossdomesticproduct(GDP). b)Employmenteffects:Investigatethereductioninemploymentopportunitiesduetobusinessclosures,layoffs,andtheoverallimpactonthelocalemploymentrate. c)Healthandsocialwelfarecosts:Evaluatetheincreasedhealthcarecosts,emergencyresponses,andsocialwelfareexpen
