当前我国利用外资中存在的问题及对策建议

摘要：改革开放以来，我国利用外资呈不断扩大的趋势，外资来源日趋多元化，外资产业投向往第三产业倾斜，外商投资区域从东部转向中西部，外商投资方式从合资向独资转变，而且外资并购趋势明显。但当前我国利用外资中仍存在诸多的问题，主要包括外资质量不高，外资结构不合理，超国民待遇仍然存在，利用外资影响到我国民族企业的发展。本文通过分析我国利用外资中存在的问题，得出结论：为促进我国利用外资健康发展，需要不断提高我国外资质量，积极调整优化外资结构，逐步取消超国民待遇，并采取措施保护我国民族企业的发展。

Abstract:Sincethereformandopeningup,China'sutilizationofforeigncapitalisgrowingtrend,sourceofforeigncapitalbecomemorediverse,thedirectionofforeignindustrytiltstowardthetertiaryindustry,theareaoftheforeigninvestmentturnsfromtheeasternregiontotheMidwest,thewayofforeigninvestmentshiftsfromjointventuretoHYPERLINK"http://dict.cn/single"singleHYPERLINK"http://dict.cn/proprietorship"proprietorship,andtrendofforeigncapital'sM&Aisobvious.ButrecentlytherearestillmanyproblemsintheutilizationofforeigninvestmentinChina,mainlyincludingthattheforeignqualityisnothigh,foreigncapitalstructureisunreasonable,super-nationaltreatmentstillexist,andtheutilizationofforeigncapitalinChinahaseffectonthedevelopmentofthenationalenterprise.Accordingtotheproblemsintheutilizationofforeigncapital,thispaperputsforwardsomecountermeasurestopromotethehealthydevelopmentofChina'sutilizationofforeigncapital.Byanalyzingtheproblemsintheforeign,toconclude:topromotethehealthydevelopmentofChina'sutilizationofforeigncapital,thereisneedtoconstantlyimprovethequalityofforeigninvestmentinChina,activelyadjustandoptimizethestructureofforeigninvestment,graduallycancelthesuper-nationaltreatment,andtakemeasurestoprotectChina'snationalenterprises’developments.

（一）选题背景及意义
利用外资是我国对外开放基本国策的一项重要内容。早在1979年,邓小平同志就指出：“利用外资是一个很大的政策,我认为应该坚持。”改革开放30多年来，利用外资不仅促进了国民经济持续快速健康发展、有效弥补了我国国内建设资金的短缺，还在一定程度上提高了我国国内技术水平和管理水平，推动了产业结构调整和升级，培养了大批人才，创造了更多的就业机会，增加了国家税收，加速了对外贸易发展，提高了我国经济的国际竞争力，促进了我国发展观念的更新，也推动了我国社会主义市场经济体制改革进程和法律体系的建
