Introduction: Time-varyingtime-delayuncertainsystemsareprevalentinvariousengineeringdisciplines,suchasaerospace,chemicalprocesses,andelectricalpowersystems.Thesesystemsexhibittime-varyingdynamicsanduncertainties,whichcanleadtodegradedcontrolperformanceandinstability.Moreover,timedelaysinthesystemcanfurthercomplicatethecontroldesignduetothepossibilityofinstabilityandpoortransientresponses.Inordertoaddressthesechallenges,robustcontroltechniqueshavebeenwidelystudiedandutilized.Amongthem,observer-basedcontrolstrategieshaveshownpromisingresultsindealingwithuncertainties,time-varyingdynamics,andtimedelays.
