Mr.President,Iwantourfellowcitizenstoknowhowmuchyoudidtocarryonthistradition.Byyourgraciouscooperationinthetransitionprocessyouhaveshownawatchingworldthatweareaunitedpeoplepledgedtomaintainingapoliticalsystemwhichguaranteesindividuallibertytoagreaterdegreethananyother.AndIthankyouandyourpeopleforallyourhelpinmaintainingthecontinuitywhichisthebulwarkofourrepublic. Thebusinessofournationgoesforward. TheseUnitedStatesareconfrontedwithaneconomicafflictionofgreatproportions.Wesufferfromthelongestandoneoftheworstsustainedinflationsinournationalhistory.Itdistortsoureconomicdecisions,penalizesthrift,andcrushesthestrugglingyoungandthefixed-incomeelderlyalike.Itthreatenstoshatterthelivesofmillionsofourpeople.Idleindustrieshavecastworkersintounemployment,humanmiseryandpersonalindignity. Thosewhodoworkaredeniedafairreturnfortheirlaborbyataxsystemwhichpenalizessuccessfulachievementandkeepsusfrommaintainingfullproductivity.Butgreatasourtaxburdenis,ithasnotkeptpacewithpublicspending.Fordecadeswehavepileddeficitupondeficit,mortgagingourfutureandourchildren’sfutureforthetemporaryconvenienceofthepresent.Tocontinuethislongtrendistoguaranteetremendoussocial,cultural,political,andeconomicupheavals.
