政策网络视角下历史文化街区保护的参与网络治理研究——以北京国子监历史文化街区为例 Abstract Historicandculturaldistrictsareanessentialfactorinthepreservationanddevelopmentofurbanheritage.TheNationalAcademyofBeijingisonesuchhistoricandculturaldistrict,locatedintheheartofthecapital.Inrecenttimes,Chinahasdevelopedaneffectiveurbangovernanceframeworkthatpromotestheparticipationofallstakeholders,establishingapolicynetworkthatfosterscooperationbetweendifferentactors.Withinthelargercontextofpolicynetworkgovernance,thisresearchfocusesontheparticipationofactorsinthenetworkoftheBeijingNationalAcademy'shistoricandculturaldistricttobetterunderstandthepreservationandprotectionofitsculturalheritage.Thisstudyaimstocomprehendtheprocessofnetworkgovernanceinheritageprotectionandinvestigatethedifferentactors'rolesinthepolicynetwork,highlightinghowtheirinteractionsinfluencethemanagementofthehistoricandculturaldistrict. Introduction Overtheyears,Chinahasconsideredtheprotectionofculturalheritageasapriority.Inrecentdecades,thecentralgovernmenthasputinplaceaneffectivegovernanceframeworkdesignedtopromotethepreservationofculturalheritage.ThepolicynetworkgovernanceapproachinChinaisaneffectivetoolthatpromotescooperationandcoordinationbetweenandamongdifferentactors,allowingfortheachievementofcommonobjectives.Inthiscontext,actorssharecommoninterestsandworktogethertoachievecomplementarygoals.Beijing'sNationalAcademyisoneofthecity'sculturalheritagesites,representingthecountry'srichhistoryandprovidinginsightintotheancientChineseimperialexaminationsystem.ThispaperinvestigatesthepolicynetworkgovernanceoftheBeijingNationalAcademy'shistoricandculturaldistrict,focusingonhowstakeholdersparticipateinthenetworkgovernanceframework,therebyprovidinganunderstandingofheritagepreservationandmanagementinChina.
