Introduction Groupdecision-makingisacrucialprocessthatisprevalentinmanyfields,suchasmanagement,economics,andengineering.Inmanypracticalsituations,decision-makersmustmakedecisionsbasedonmultiplecriteriathatrelyonthesubjectivepreferencesandjudgmentsofdecision-makers.However,traditionaldecision-makingmethodscannotfullycapturethesubjectivepreferencesandjudgmentsofdecision-makers,whichcanleadtosuboptimaldecisions.Fuzzysettheoryhasbeenusedtosolvetheuncertaintyandambiguityindecision-makingprocesses.Unfortunately,traditionalfuzzysetscannotcapturedecision-makers'hesitationandreluctancewhenmakingdecisions. Hesitantfuzzysets,introducedbyTorra,areanextensionoftraditionalfuzzysetsthatcanmodelthedegreeofmembershipinfuzzysetsforuncertaindata.Hesitantfuzzysetsallowdecision-makerstoexpresstheirhesitationsongivenalternatives,makingthemaneffectivetoolforgroupdecision-making.However,duetothecomplexityofgroupdecision-makingprocessesandtheinvolvementofmultiplecriteria,theconsistencyandcoherenceofthedecision-makingprocessmaybeaffected,makingmulti-criteriaconsensusnecessary.
