TheHagueRules,whichwereadoptedin1924,establishedthegeneralliabilityofthecarrierforlossordamagetogoodsduringthetransportationperiod.TheHague-VisbyRules,adoptedin1968,containmoredetailedprovisionsontheliabilityofthecarrier,andthecarrier'sresponsibilityperiodwaslimitedtotheperiodwhenthegoodswereinthecarrier'scustody.TheHamburgRulesadoptedin1978,expandedthescopeofthecarrier’sliability,butalsolimitedthecarrier’sliability,andincludedtheperiodofthecargobeingloadedontoandunloadedfromthecarrier.TheRotterdamRules,adoptedin2009,furtherexpandedthescopeofthecarrier’sliabilityandintroducedamandatorytimelimitationonthecarrier'sresponsibilityperiod.Differentconventionshavedifferentscopesandlevelsofliabilities,andcountriescanchoosetoadoptoneormoreofthem.
