碳排放约束下我国制造业全要素能源效率研究的中期报告 摘要: 本文基于中国制造业45个子行业2000-2016年面板数据,采用随机前沿法测算全要素能源效率(TFEE)、技术水平、技术进步率、规模效应及其’互动关系。通过计算碳强度指数(CI)与TFEE的差异,探讨了碳排放约束是否影响制造业的TFEE。研究结果表明,我国制造业子行业的TFEE均值逐年提高,且大多数行业的TFEE水平呈逐步趋同趋势,存在挤压效应,行业之间的差异越来越小,技术差距在逐步缩小。然而,制造业碳强度不断攀升,且各子行业的碳强度水平存在较大差异。我们发现,碳排放约束对制造业的TFEE影响较小,TFEE的提高不取决于碳强度的改善。但是,高碳强度的制造业子行业必须采取措施降低碳排放,实现可持续发展。 关键词:碳排放约束;全要素能源效率;技术水平;技术进步率;规模效应。 Abstract: Basedonapanelof45sub-sectorsofChinesemanufacturingindustryfrom2000to2016,thisstudyusedthestochasticfrontieranalysistomeasurethetotalfactorenergyefficiency(TFEE),technicallevel,technologicalprogressrate,scaleeffectandtheirinteraction.Bycalculatingthedifferencebetweenthecarbonintensityindex(CI)andtheTFEE,thestudyexploreswhethercarbonemissionconstraintsaffecttheTFEEofthemanufacturingindustry.TheresultsshowthatthemeanTFEEofChina'smanufacturingsub-sectorsisincreasingyearbyyear,andtheTFEElevelsofmostindustriesaregraduallyconverging,resultinginasqueezeeffect,andthedifferencesbetweenindustriesarebecomingsmallerandtechnicalgapsaregraduallynarrowing.However,thecarbonintensityofthemanufacturingindustrycontinuestorise,andtherearesignificantdifferencesinthecarbonintensitylevelsofeachsub-sector.WefoundthatcarbonemissionconstraintshavelittleimpactontheTFEEofthemanufacturingindustry,andtheimprovementoftheTFEEdoesnotdependontheimprovementofcarbonintensity.However,high-carbon-intensitysub-sectorsofthemanufacturingindustrymusttakemeasurestoreducecarbonemissionsandachievesustainabledevelopment.
