基于DEA模型的山西省医疗卫生资源效率实证研究的中期报告 摘要： 本研究采用数据包络分析（DEA）模型，以2009-2018年山西省医疗卫生资源投入和产出指标为基础，对其医疗卫生资源的效率进行实证研究。通过计算各医院的技术效率、规模效率和纯技术效率，进一步分析影响山西省医疗卫生资源效率的因素，并提出相应的政策建议。 研究发现，山西省医疗卫生资源的技术效率、规模效率和纯技术效率均较低，且存在较大的差异性。进一步分析发现，医院规模、投入水平、医护人员配备等因素对医疗卫生资源效率有较大影响。推荐政策包括提高医院规模和投入水平、优化医护人员配备、加强医院管理等方面。 关键词：数据包络分析（DEA）；医疗卫生资源；效率；技术效率；规模效率。 Abstract: Thisstudyusesdataenvelopmentanalysis(DEA)model,basedontheinputandoutputindicatorsofmedicalandhealthresourcesinShanxiProvincefrom2009to2018,toconductanempiricalstudyontheefficiencyofitsmedicalandhealthresources.Bycalculatingthetechnicalefficiency,scaleefficiencyandpuretechnicalefficiencyofeachhospital,thisstudyfurtheranalyzesthefactorsthataffecttheefficiencyofmedicalandhealthresourcesinShanxiProvince,andproposescorrespondingpolicyrecommendations. Thestudyfoundthatthetechnicalefficiency,scaleefficiencyandpuretechnicalefficiencyofmedicalandhealthresourcesinShanxiProvincearerelativelylow,andtherearesignificantdifferences.Furtheranalysisfoundthatfactorssuchashospitalsize,inputlevel,andmedicalandnursingstaffallocationhaveasignificantimpactontheefficiencyofmedicalandhealthresources.Recommendedpoliciesincludeincreasinghospitalsizeandinputlevel,optimizingmedicalandnursingstaffallocation,andstrengtheninghospitalmanagement.
