新模式研究

摘要:建立出口食品生产企业安全卫生控制体系是出口食品生产企业获得出口食品企业备案或国外注册的
必备条件,出口食品企业能否生产符合要求的产品,关键是建立的食品安全卫生控制体系是否健全、是否持续
有效运行。近年来,福建出入境检验检疫局针对面临的问题,结合福建出口食品的实际情况,积极探索并实践
出一套以危害分析和关键控制点(HACCP)体系为基础,构建出口食品企业安全卫生控制体系;以出口食品企
业原料供应商评价体系为载体,完善企业对原料的管理;以促进企业管理人员的能力提升为抓手,全面提高企
业整体管理水平;以身份追溯认证系统为切入点,提升消费者信心的出口食品生产企业安全卫生控制体系新
模式,从而有效地保障出口食品安全卫生质量,促进食品生产企业不断扩大出口。

ABSTRACT:Constructionofasystemforsafetyandsanitationcontroloverfoodmanufacturersforexportis
anessentialprerequisiteforthemanufacturerstoregisterfortherecordinCIQorimportingcountries.Itis
essentialforfoodmanufacturersforexporttoconstructasound,effectiveandcontinuousrunningsystemfor
safetyandsanitationtomanufactureconformingproducts.Inrecentyears,aimingattheproblemsitfaces,
accordingtotheactualsituations,Fujianentry-exitinspection&quarantinebureauhasactivelyexploreand
practiceanewmodeltoconstructasystemforsafetyandsanitationcontroloverfoodmanufacturersforexport.
Themanufacturersconstructthesystemforsafetyandsanitationcontrolforexportonthebasisofhazard
analysisandcriticalcontrolpoint(HACCP),improvetheirmanagementofrawmaterialsbyuseofsupplier
measurementsystem,improvetheirmanagementbyenhancingcompetencyoftheirmanagers,andimprove
consumers’confidencebyuseofidentificationsystem.So,thisnewmodelcaninsureexportfoodsafeand
sanitaryeffectivelyandbeaboostforfoodmanufacturersforexporttoexpandexport.
