TheNationalMarineSanctuariesProgramisadministeredbytheNationalOceanicandAtmosphericAdministration,abranchoftheUnitedStatesDepartmentofCommerce.Initially,70siteswereproposedascandidatesforsanctuarystatus.Twoandahalfdecadeslater,onlyfifteensanctuarieshadbeendesignated,withhalfoftheseestablishedafter1978.Theyrangeinsizefromtheverysmall(lessthan1squarekilometer)FagateleBayNationalMarineSanctuaryinAmericanSamoatotheMontereyBayNationalMarineSanctuaryinCalifornia,extendingover15,744squarekilometers. TheNationalMarineSanctuariesProgramisacrucialpartofnewmanagementpracticesinwhichwholecommunitiesofspecies,andnotjustindividualspecies,areofferedsomedegreeofprotectionfromhabitatdegradationandoverexploitation.Onlyinthiswaycanareasonabledegreeofmarinespeciesdiversitybemaintainedinasettingthatalsomaintainsthenaturalinterrelationshipsthatexistamongthesespecies.
