SincetheGeneralAssemblyadopteditsfirstresolutiononamoratoriumsevenyearsago,moreStatesacknowledgethatthedeathpenaltyundermineshumandignity.Itfailstodetercrimesmorethanotherpunishments.Abolition–oratleastamoratorium–contributestohumanrights. Thetakingoflifeistooirreversibleforonepersontoinflictonanother. Wemustcontinuearguingstronglythatthedeathpenaltyisunjustandincompatiblewithfundamentalhumanrights. Iurgeleaderswherethedeathpenaltystillisusedtolegallycommuteorpardondeathsentences–andtoimposemoratoriumsonexecutions. Thedeathpenaltyhasnoplaceinthe21stcentury. IcallonStatesthathavenotyetdonesotoratifytheSecondOptionalProtocoloftheInternationalCovenantonCivilandPoliticalRightsaimingatabolitionofthedeathpenalty. IhopetoseemanymoreratificationsduringtheProtocol’s25thanniversarythisyear. TheUnitedNationswillcontinueworkingtoendthiscruelpunishment.
