每年12月3日的“国际残疾人日”（WorldDisabledDay）是一年一度的活动，旨在促进人们对残疾问题的理解和动员人们支持维护残疾人的尊严、权利和幸福。1992年10月12日至13日，第47届联合国大会举行了自联合国成立以来首次关于残疾人问题的特别会议。大会通过决议，将每年的12月3日定为“国际残疾人日”(InternationalDayofDisabledPersons)。Secretary-General’sMessageonInternationalDayofPersonswithDisabilities秘书长国际残疾人日致辞3December20132013年12月3日“BreakBarriers,OpenDoors:ForAnInclusiveSocietyForAll”“打破障碍，敞开大门：建设包容所有人的社会”Morethan1billionofuslivewithdisabilities.Wemustremoveallbarriersthataffecttheinclusionandparticipationofpersonswithdisabilitiesinsociety,includingthroughchangingattitudesthatfuelstigmaandinstitutionalizediscrimination.我们中间有超过10亿人患有残疾。我们必须消除影响残疾人融入和参与社会的所有障碍，包括改变使其感到耻辱和使歧视制度化的态度。InSeptember,duringtheHigh-LevelMeetingoftheGeneralAssemblyonDisabilityandDevelopment,UnitedNationsMemberStatesdiscussedthemanywaysthatexclusionnotonlyimpactsthelivesofpersonswithdisabilities,butaffectsthedevelopmentofcommunitiesandsocietyasawhole.Theyre-committedtotakingnationalandinternationalactiontosupportdisability-inclusivedevelopment.TheUNsystemwillcontinuetosupportthoseefforts.Weneedtoworkhardertoensurethatinfrastructureandservicessupportinclusive,equitableandsustainabledevelopmentforall.在9月关于残疾与发展问题的大会高级别会议上，联合国会员国探讨了排斥不仅影响残疾人的生活，而且还影响社区与全体社会发展的种种方式。各国再次承诺在国家和国际层面采取行动，支持兼顾残疾人的发展。联合国系统将继续支持这方面的工作。我们必须加倍努力，确保基础设施和服务支持顾及所有人的包容性、公平和可持续发展。Thisincludesguaranteeingmeaningfulparticipationinprocessesthataffecttherightsandinterestsofpersonswithdisabilitiesbyprovidinganenablingenvironment.Tothatend,weareinauguratingaUNAccessibilityCentreattheUNheadquarters.IcallontherestoftheUNsystemandourpartnerstofollowthislead.这包括创造有利环境，保障残疾人切实参与影响其权利与利益的过程。为此，我们在联合国总部启动了一个联合国无障碍中心。我呼吁联合国系统其它机构以及我们的合作伙伴效仿此举。OnthisInternationalDayofPersonswithDisabilities,IcallonGovernments,membersoftheUNsystem,businessesandcivilsocietytobreakbarriersandopendoorsofopportunityforallpersonswithdisability.Together,letusbuildaninclusivesocietyforall.值此国际残疾人日之际，我呼吁各国政府、联合国系统成员、工商界和民间社会打破障碍并向所有残疾人敞开机会大门。让我们齐心协力建设一个包容所有
