PPP模式在数字城市项目建设中的应用研究的中期报告
【摘要】
PPP（政府与社会资本合作）是当前国内外城市公共基础设施建设过程中广泛采用的一种模式，也被应用于数字城市项目建设中，旨在促进数字城市的发展和建设。然而，在PPP模式中，政府、社会资本和市场三方之间的权责关系、风险分担、收益共享等问题一直备受关注。针对这些问题，本研究以数字城市PPP项目为研究对象，以北京市海淀区数创大厦为案例，从PPP模式适用性分析、PPP模式权责分配、PPP模式风险管理和PPP模式收益分配等四个方面展开研究，分析数字城市PPP模式在实际项目建设中的应用情况，并提出解决方案，以期为数字城市PPP项目的开展提供参考和思路。

【Abstract】
PPP(Public-Private-Partnership)isawidelyusedmodelintheconstructionofcitypublicinfrastructureathomeandabroad.Itisalsoappliedintheconstructionofdigitalcityprojects,aimingtopromotethedevelopmentandconstructionofdigitalcities.However,inthePPPmodel,theissuesofrightsandresponsibilities,risksharing,andincomesharingamongthegovernment,socialcapital,andthemarkethavealwaysbeenconcerned.Inresponsetotheseissues,thisstudytakesthedigitalcityPPPprojectastheresearchobject,andtakestheShuchuangBuildinginHaidianDistrict,Beijingasacasestudy,toanalyzetheapplicationofthedigitalcityPPPmodelinactualprojectconstructionfromthefouraspectsofPPPmodelapplicabilityanalysis,PPPmodelrightsandresponsibilitiesallocation,PPPmodelriskmanagement,andPPPmodelincomedistribution,andtoproposesolutions,inordertoprovidereferenceandideasforthedevelopmentofdigitalcityPPPprojects.
