Background Withtherapiddevelopmentofurbanizationandindustrialization,China'sruralareashavebeenfacingtheproblemofsurpluslabor.Accordingtoofficialstatistics,thenumberofrurallaborerswhohavemigratedtocitieshasreached288millionin2019,whichindicatesthatalargequantityofrurallaborershavelefttheirhometownstoseekbetterjobopportunities.However,thequalityoflaborandthedeficiencyofskillsstillremainthemainhindranceforthemtohavestablejobsorgainhigherincome. TheChinesegovernmenthassetpoliciestoencouragethedevelopmentofruralareasandtomitigatetheimbalancesbetweenurbanandruralareas.Onekeymeasureistoinvestinthetrainingofsurpluslaborinruralareas,toenhancetheircompetitiveness,andtofacilitatetheirmobilityfromruraltourbanregions. Objectives Theaimofthisresearchistostudytheinvestmentmechanismforthetrainingofsurpluslaborinruralareas,toidentifythefactorsinfluencingtheinvestmentandtheirrolesplayedintheinvestmentdecision-makingprocess.Theexpectedoutputsofthisresearchare: 1.Toprovideananalyticalframeworkfortheinvestmentmechanismforthetrainingofsurpluslaborinruralareas 2.Toevaluatethedifferenttypesofinvestmentmodelsforthetrainingofsurpluslaborinruralareas 3.Toassesstheefficiencyandeffectivenessofthecurrentinvestmentmechanisms 4.Topresentpolicyrecommendationsforimprovingtheinvestmentmechanism Methods Thisresearchisbasedonliteraturereview,fieldvisits,anddatacollection.Literaturereviewisconductedtoanalyzethepaststudiesoninvestmentmechanismforthetrainingofsurpluslaborinruralareas,tosummarizethemajorfindingsandtoexaminetheresearchgapsinthisfield.Fieldvisitsareplannedtostudytheregionaldifferencesininvestmentmechanismforthetrainingofsurpluslaborinruralareas,tointerviewthestakeholders,andtocollectthefirst-handdata.Thedatacollectedwillbeprocessedtovalidatethehypothesesandtosupporttheresearchfindings.
