中美高校筹资体系的比较研究——基于国家干预的视角的中期报告
摘要：
本文基于国家干预的视角，对中美高校筹资体系进行了比较研究。研究发现，美国高校的筹资体系主要依靠私人捐赠和投资，而中国高校的筹资体系则主要依靠政府拨款和企业赞助。由于美国高校筹资主要依靠私人捐赠，因此美国政府并不太干预高校的经济运作。而中国政府对高校的经济运作非常干预，高校只能通过政府拨款和企业赞助来进行筹资。此外，中国政府对高校的财务问题进行严格的监管，而美国政府则相对宽松。因此，中国高校在筹集资金和财务管理方面较为困难。

Abstract:
ThispapercomparesthefundraisingsystemsofChineseandAmericanuniversitiesfromtheperspectiveofstateintervention.ItisfoundthatthefundraisingsystemofAmericanuniversitiesmainlyreliesonprivatedonationsandinvestments,whilethefundraisingsystemofChineseuniversitiesmainlyreliesongovernmentappropriationsandcorporatesponsorship.SinceAmericanuniversityfundraisingreliesmainlyonprivatedonations,theAmericangovernmentdoesnotintervenemuchintheeconomicoperationofuniversities.TheChinesegovernmentintervenesheavilyintheeconomicoperationofuniversities,anduniversitiescanonlyraisefundsthroughgovernmentappropriationsandcorporatesponsorship.Inaddition,theChinesegovernmentstrictlyregulatesthefinancialissuesofuniversities,whiletheAmericangovernmentisrelativelylax.Therefore,Chineseuniversitiesaremoredifficultinraisingfundsandfinancialmanagement.
