HYPERLINK"http://baike.baidu.com/subview/11789770/12159107.htm"\t"_blank"公共性危机是在HYPERLINK"http://baike.baidu.com/subview/4211093/4211093.htm"\t"_blank"社会运行过程中，由于自然灾害、HYPERLINK"http://baike.baidu.com/view/360382.htm"\t"_blank"社会运行机制失灵而引发的，可能危及公共安全和正常秩序的危机事件。在公共危机管理的过程中，政府的主体地位是不可动摇的。但是在社会不断发展，信息技术日新月异的今天，仅靠政府的能力是很难完成公共危机管理的工作的，还需要媒体的协调配合才能够快速有效的治理公共危机事件。基于此，本文以危机管理中政府与媒体的沟通为研究对象，以“7.23温州动车追尾事件”为具体案例，从相关的背景和概念入手，分析了公共危机管理中我国政府与媒体沟通的成绩，存在的问题和问题产生的原因，并在借鉴国内外优秀研究成果的基础上提出了具体的解决对策，希望可以抛砖引玉，对相关领域的研究有所贡献。

Abstract
Intheprocessofsocialoperation,thepubliccrisisiscausedbythefailureofnaturaldisastersandsocialoperationmechanism,whichmayendangerthepublicsafetyandthenormalorderofthecrisis.Intheprocessofpubliccrisismanagement,thegovernment'smainbodystatusisunshakable.Butinthecontinuousdevelopmentofsociety,today'srapiddevelopmentoftheinformationtechnology,relyingonthegovernment'sabilityisverydifficulttocompletetheworkofpubliccrisismanagement,alsoneedtocooperatewiththecoordinationofthemediatotherapidandeffectivegovernanceofpubliccrisisevents.Basedonthis,thispapertothemediaandthegovernmentcrisismanagementcommunicationastheresearchobject,in"7.23Zhengzhoubullettraincollision"asaspecificcase,startingfromthebackgroundandrelatedconcepts,analyzestheachievementofpubliccrisismanagementinChina'sgovernmentandmediacommunication,problemsandthereasonsandinreferencetotheexcellentresearchachievementsathomeandabroadbasedontheproposedspecificcountermeasures,hopecaninitiate,todosomecontributionstotheresearch.
