知识创新协同模式运行效果评估研究

摘要：良好的运作效果为科研机构者及高校在知识创新协同中所关注。通过对协同运作效果的评估，可
以使科研机构和高校清楚在知识创新协同中自身的科技优势，选择合适的创新协同模式。本文从研究水
平与贡献、队伍建设与人才培养、开放交流与运行管理三维度构建知识创新协同模式的运行效果指标体
系，以层次分析法为指标设置权重，运用灰关联分析法进行效果评估，并借助实例演示为知识创新协同模
式运行效果提供一个较客观和公平的评估模式。该评估模式可以为科研机构与高校进行协同创新决策提
供依据，并可以作为科研机构在订立标杆学习目标的参考依据之一。

Abstract:Highoperationperformanceisconcentratedbythescientificresearchinstitutionsanduniversitiesintheprocessof
knowledgeinnovationsynergy.Toevaluatethesynergeticoperationperformance,thescientificresearchinstitutionsanduniversities
canrealizetheirtechnologystrategiesandselectthesuitablesynergymodes.Fromthreecriterionsincludingthelevelofresearchand
contribution,teambuildingandtalenttraining,opencommunicationandoperationsmanagement,thepaperconstructsevaluation
systemoftheoperationsperformanceofknowledgeinnovationsynergymodes.TherearetenindicatorsinthesystembasedonDelphi
andthenationalkeylaboratoriesevaluationrules.AnalyticHierarchicalProcesssetsupweightforeachindicatorsandGrey
RelationalAnalysisconductstheoperationperformanceofevaluation.Withanexampledemonstrating,thisresearchoffersamore
objectiveandfairevaluationmodelfortheoperationsperformanceofconductingknowledgeinnovationsynergymodes.
