广东自贸区的发展现状及对策研究.pdf

内容摘要

本文基于近年来，以美欧为代表的西方发达经济体试图通过TPP、TTIP
和TISA等谈判，形成新一代全球贸易和服务以及投资规则的背景下，中国
必探索广东自贸区建设的行动。通过重点讲述广东自贸试验区，分析与上
海自贸试验区、天津自贸试验区和福建自贸试验区的战略定位和实验重点
的差别。并在此基础上提出广东自贸区需要对照国际标杆，广东自贸区建
设就是要实现贸易业态模式的创新和离岸型功能创新，并联动推进国际航
运服务功能创新升级的建议。
研究结果表明，自贸区建设是深化改革组成部分。改革进入深水区的
今天，所有改革几乎都意味着创新和对固有利益格局的突破。广东从深化
改革和依法治国两方面对自贸区大的格局方面吃了“定心丸”，同时从有
限政府、商人自治、开放社会、司法独立、金融开放五个领域描绘了自贸
区的治理图景和法制成效。

Abstract

Basedonrecentyears,theUnitedStatesandEuropeastherepresentative
oftheWesterndevelopedeconomiestryingTPP,TTIPandthelikeTISA
negotiationstoformanewgenerationinthecontextofglobaltradeand
servicesaswellasinvestmentrules,ChinawillexploreGuangdongFTAaction.
FocusesonfreetradebyGuangdongExperimentalZone,analyzethe
differencesandShanghaiFreeTradetestarea,thestrategicpositioningof
TianjinFreeTradeZoneandFujiantestFTAtestareaandexperimentalfocus.
Andonthisbasis,GuangdongproposedFTAneedstocontroltheinternational
benchmark,GuangdongFTAistorealizeinnovativebusinessmodelsand
formatsOffshorefunctionalinnovation,andpromotejointrecommendationsof
internationalshippingservicesinnovationtoupgrade.
Theresultsshowedthatthefreetradeareaistodeepenreformcomponent.
Reformintothedeepwateroftoday,almostallthereformsaremeant
innovationandbreakthroughsinherentpatternofinterests.Guangdongto
deepenreformandtheruleoflawfromthetwoaspectsofthepatternoflarge
freetradeareaaspectseatandfromlimitedgovernment,
businessmenautonomy,opensociety,anindependentjudiciary,openfiveareas
offinancialmanagementpicturedepictsaFTAandtheeffectivenessoftherule
oflaw.
