PAGEV毕业论文辽宁省地方政府债务风险防范问题研究摘要随着社会经济的发展，辽宁省地方政府为了加强城市的基础设施建设、促使经济更好更快的发展，故而加大了财政投资力度。但在此过程中资金不足的问题日益突出，所以，辽宁省地方政府不得不通过举债来缓解财政压力。由此导致辽宁省地方政府的债务规模日益扩大，其间的债务风险问题也日益突出。然而辽宁省地方政府并没有建立完善的债务风险管理体系，致使债务风险管理严重滞后，各种问题也日益浮现，这些问题的出现又加剧了债务风险，使辽宁省地方政府债务风险管理陷入恶性循环，影响了当地经济的健康发展和社会稳定。因此，对辽宁省地方政府债务风险的防范对策研究就显得尤为重要。本文以辽宁省地方政府债务风险防范对策为研究对象，首先，阐述了政府债务和地方政府债务风险的理论；其次，全面分析了辽宁省地方政府债务的现状及风险；然后，探究辽宁省地方政府债务风险的成因；最后，从宏观环境、地方经济发展、政府管理、融资平台构建及风险预警机制设立等几个方面，全面提出防范和化解辽宁省地方政府债务风险的对策。通过以上内容，力求全面完善地处理辽宁省地方政府债务风险防范问题，以便更有利于经济发展和社会的和谐稳定。关键词：政府债务；债务风险；风险预警；风险防范AbstractWiththedevelopmentofsocialeconomy,localgovernmentinLiaoningprovincetostrengtheninfrastructureconstruction,urbaneconomicbetterandfasterdevelopment,thusincreasedthefiscalinvestment.Buttheproblemofinsufficientfundsintheprocessincreasinglyprominent,sohavetothroughdebttoeasethefinancialpressureoflocalgovernmentinLiaoningprovince.ResultinginincreasingthescaleoflocalgovernmentdebtinLiaoningprovince,duringwhichthedebtriskproblemisincreasinglyoutstanding.ButdidnotsetupperfectdebtriskoflocalgovernmentinLiaoningprovincemanagementsystem,thedebtriskmanagementlagsbehind,variousproblemsalsoemergeincreasingly,theemergenceoftheseproblemsandaggravatethedebtrisk,makethelocalgovernmentdebtriskmanagementinLiaoningprovinceintoaviciouscircle,hasaffectedthehealthydevelopmentoflocaleconomyandsocialstability.Therefore,researchonlocalgovernmentdebtriskpreventioncountermeasuresinLiaoningprovinceisparticularlyimportant.BasedonlocalgovernmentdebtriskpreventioncountermeasuresinLiaoningprovinceastheresearchobject,firstofall,thispaperexpoundsthegovernmentdebtandthedebtriskoflocalgovernmenttheory;Secondly,thepaperanalysesthecurrentsituationoflocalgovernmentdebtinLiaoningprovinceandrisk;Then,toexplorethecauseofthedebtriskoflocalgovernmentinLiaoningprovince;Finally,fromthemacroscopicenvironment,thelocaleconomicdevelopment,governmentmanagement,financingplatformbuildingandsetupseveralaspects,suchasriskearlywarningmechanism,comprehensiveputsforwardcountermeasuresofpreventanddi
