我国地方政府绩效管理存在的问题及对策研究.docx

摘要中国加入WTO后社会政治经济不断发展行政体制改革不断深化拓展了政府管理职能并且绩效管理理论的成果和实践的成果都有实现。然而各级地方政府的绩效管理还刚刚起步各方面还不够成熟实践中依旧存在许多问题。因此要结合中国的实际情况探究如何完善地方政府绩效管理找到方法并加以解决以提高各级地方政府的绩效管理能力。十八次全国代表大会后大力倡导构建和谐社会的使命以人为本的服务理念贯穿社会生活的方方面面。政府绩效管理作为一种新型的政府管理模式在地方政府的发展中受到广泛关注以提高各级地方政府的绩效管理能力增强政府的能力。在公共行政工作中我国地方政府取得了一定的成绩。然而中国的政府绩效管理成就与社会发展的各个方面存在一定的差距和问题。本文主要探究我国地方政府公共管理的现状和存在的问题并深入分析了这些问题产生的原因最后提出了解决办法。关键词：绩效管理；地方政府；对策AbstractAfterChina'saccessiontotheWTOthesocio-politicaleconomycontinuedtodeveloptheadministrativesystemreformscontinuedtodeepenandthegovernment'smanagementfunctionswereexpanded.Theresultsoftheperformancemanagementtheoryandtheresultsofpracticehavebeenrealized.Howevertheperformancemanagementoflocalgovernmentsatvariouslevelshasjuststartedandallaspectsarestillnotmatureenough.Therearestillmanyproblemsinpractice.ThereforeitisnecessarytoexplorehowtoimprovelocalgovernmentperformancemanagementfindmethodsandsolvetheminordertoimprovetheperformancemanagementcapabilitiesoflocalgovernmentsatalllevelstakingintoaccounttheactualsituationinChina.Afterthe18thnationalcongresswevigorouslyadvocatedthemissionofbuildingaharmonioussociety.Thepeople-orientedserviceconceptrunsthroughallaspectsofsociallife.Asanewtypeofgovernmentmanagementmodelgovernmentperformancemanagementhasreceivedextensiveattentioninthedevelopmentoflocalgovernmentstoimprovetheperformancemanagementcapabilitiesoflocalgovernmentsatalllevelsandtostrengthenandstrengthenthegovernment'scapabilities.Inthepublicadministrationworkourlocalgovernmenthasachievedcertainresults.HowevertherearecertaingapsandproblemsbetweenChina'sachievementsingovernmentperformancemanagementandvariousaspectsofsocialdevelopment.ThisarticlemainlyexploresthestatusquoandexistingproblemsoflocalgovernmentpublicmanagementinChinaandanalyzesthecausesoftheseproblemsind
